A Kim Turner, LLC Product
JR-143 Dashboard, A Future of Readiness, A Kim Turner, LLC Product

Built for 9-1-1 training operations

Readiness is not a binder. It is a system.

JR-143 is an artificial intelligence supported training dashboard for agencies that need clearer practice, cleaner documentation, and earlier visibility into trainee risk.

The platform is shaped by people who have worked the console, trained new dispatchers, reviewed Daily Observation Reports, coached communications training officers, and seen what delayed intervention costs an agency.

The Platform

The agency should see training risk while there is still time to coach it.

Every agency knows this story. A promising new hire struggles, even with a strong training manual and a dedicated CTO. The warning signs are there, but they are hard to see in the moment. By the time leadership sees the full picture, the trainee is gone, the team is exhausted, and the center is still short-staffed.

JR-143 changes how that story ends. It is a complete training ecosystem that pairs artificial intelligence with the human experience of training. It is built on adult learning methods and best practices, then tailored to your agency, like software designed just for you. If your agency does not have a training manual, we’ve built that for you, too.

The Kim Turner, LLC team has lived every role in the ecosystem: communications training officer, training supervisor, floor supervisor, manager, administrator, civilian commander, and chief of police. We bring more than 200 years of combined experience to your program.

Trainees practice until they are confident. CTOs coach with clear evidence. Leaders see progress and risk in real time. The result is a shorter, stronger training program and dispatchers who meet the high standards your agency and your tenured dispatchers expect.

Trainee completed a domestic violence call-taking scenario with a scene safety coaching flag.

Supervisor reviewed a weekly trend showing repeated location verification misses.

The administrator view updated readiness trends across the current trainee class.

Built From Experience

JR-143 is designed for the reality of communications center training.

The product is grounded in more than 200 years of combined 9-1-1 experience across trainees, lateral dispatchers, communications training officers, supervisors, managers, directors, and civilian command leadership.

01

Training credibility

Kim Turner, LLC trains communications training officers and dispatchers in report writing, decision-making, leadership, wellness, and public-safety communication.

02

Operational judgment

The platform is designed around the details that decide readiness: location, caller control, scene safety, radio discipline, documentation, coaching, and confidence.

03

Agency consulting

JR-143 reflects the problems agencies bring to training consultants: incomplete records, uneven coaching, late intervention, and leadership without a clear view.

Role-Based Platform

Every role needs the same truth, not the same screen.

The trainee, the CTO, the supervisor, and the administrator each need a different view of readiness. JR-143 is organized around that responsibility.

T

Trainees

Practice realistic 9-1-1 scenarios, receive scored feedback, review missed steps, and build confidence before independent release.

C

Communications Training Officers

Use structured resources, training videos, Daily Observation Report drafting tools, evaluation guidance, and signature workflow.

S

Supervisors

Review trainee progress, watch trends, identify coaching needs, and address training risk before the trainee falls too far behind.

A

Administrators

See agency-wide performance, compare training groups, monitor documentation completion, and prepare executive summaries.

Q

Quality Assurance Teams

Future quality assurance tools can support standardized review, coaching feedback, calibration, and performance pattern analysis.

W

Wellness

Training pressure is real. Wellness resources stay connected to the learning experience rather than sitting outside the workflow.

Return on Investment Calculator

The cost of a failed training cycle is often invisible until it is too late.

Use this tool to estimate the cost of failed training cycles, delayed intervention, communications training officer workload, overtime, recruitment, and repeated onboarding.

Adjust the sliders to match your agency. Results are estimates for planning conversations.

Benefits are calculated at 63% of salary, based on state and local government averages in the U.S. Bureau of Labor Statistics, Employer Costs for Employee Compensation, June 2026.

How We Compare

Built specifically for 9-1-1 training, not adapted from general learning software.

JR-143 is shaped by decades of 9-1-1 training, communications training officer development, and a clear understanding of why trainees fail and how they succeed. The JR-143 Dashboard provides full implementation support to help your CTOs and training program develop well-rounded, competent peers.

Typical Training Software

  • Focuses on one function, such as learning records, simulation, quality assurance, or testing.
  • May be built for general use rather than for communications center training.
  • May track activity without explaining why trainees are struggling.
  • Can miss the connection between CTO documentation, supervisor review, and leadership risk.

JR-143

  • Starts from public-safety training and consulting experience.
  • Supports trainees, CTOs, supervisors, administrators, and quality assurance teams.
  • Connects simulation, scoring, documentation, coaching, wellness, and trend visibility.
  • Helps agencies see risk earlier and coach with clear evidence.

JR-143 Roadmap

The platform follows the actual training arc.

Each phase builds on the one before it, following how dispatchers are actually trained.

1

Call Taking

Artificial intelligence supported 9-1-1 call-taking practice, scored evaluation, evaluation standards, Daily Observation Report workflow, CTO resources, wellness, and supervisor visibility.

2

Radio

Radio dispatch practice focused on officer safety, unit status, priority traffic, scene safety, and disciplined radio communication.

3

Combined Console

Solo dispatcher practice that combines 9-1-1 call taking, dispatching units, radio traffic, traffic stops, and competing priorities.

4

Quality Assurance

Quality assurance review, calibration support, trend analysis, coaching documentation, and performance visibility for leadership teams.

A Future of Readiness means every trainee is prepared, every step is documented, and every risk is identified before independent release.

Our Story

The meaning behind the name

JR-143 is named for my mom. JR are her initials, and 143 is the old school pager code for “I love you.” My team created the name in her memory, because they loved her too. Every agency we serve shares a portion of her love, and every call answered by a confident, well-trained dispatcher honors her.

Meet Kim Turner Founder and President, Kim Turner, LLC

I have given more than three decades of my life to 9-1-1. As a training supervisor, I led a team who rebuilt our training program around how adults actually learn. We changed our structure, our culture, and the way we hired, trained, and cared for our people. In two years, our retention rose from 33% to 92%. Our staffing crisis was over, and I saw what becomes possible when new dispatchers are given the right foundation.

Today, through our consulting work, my team and I bring that same approach to agencies that are often 40% or more understaffed, and we stay with them until they are fully staffed and thriving. It is the work of my heart. I wanted to reach more agencies, so that more centers could turn their staffing crisis into staffing success.

For a decade, I carried the idea for JR-143 quietly, knowing it could reach so many more. Then came the day I called 9-1-1 for my mom.

I had spent years on the other side of that line. I never imagined I would be the one waiting. I stayed on hold for three minutes, the longest three minutes of my life, waiting for a voice to answer. My mom did not survive.

I have never blamed the dispatcher who answered my call. I know her world, and I know she cared. She heard my horror that day, and I believe she carried it too. She may have been a CTO who poured herself into trainee after trainee, only to watch too many of them leave. She was doing everything she could in a center that did not have enough trained people beside her to answer every call within the NENA standard.

That day changed everything. JR-143 is no longer just an idea. It is my promise to share everything we have learned about developing confident, competent dispatchers with every agency that needs it. JR-143 makes our consulting work more powerful, so we can help more agencies at the same time, with the same hands-on support that ended our own staffing crisis. My team and I are not here for a quick sale. We are here because we have spent our lives in 9-1-1, and we care deeply about the people on both ends of the line. We want short staffing to end. Not with “warm bodies,” but with well-trained, dedicated professionals ready to answer the call none of us ever want to make.
